Dear Member,
I am writing to invite you to take part in a survey that will help us measure our members’ views on social care.
Ahead of the Social Care Green Paper, expected this summer, the Health and Communities and Local Government Committees have opened an inquiry into the long-term funding of adult social care. We are eager for our submission to accurately reflect your views. As such, we have published a survey designed to understand your experience of social care, and the possible policy solutions that you think the government should consider.
The survey consists of a brief series of questions, and can be completed in less than 10 minutes. We can assure you that you evidence will be dealt with in confidence, and your details will be anonymised.

Coffee Morning

A reminder that our next Coffee Morning will take place next Friday 16th February at Tapestri , old CPS from 10.30am to 12 noon. Remember the coffee/tea and biscuits are free so call in to have a chat about anything you want.

Lasting powers of attorney (LPA) and enduring powers of attorney (EPA).

Dear Colleague

Please see the below from the Ministry of Justice today. (5th Feb 2018)

You can get part of your application fee back if you applied to register a power attorney from 1 April 2013 to 31 March 2017. This applies to lasting powers of attorney (LPA) and enduring powers of attorney (EPA).

You can only claim a refund if you made the power of attorney in England or Wales.

Retired Police Officers

For occasional Part Time Work of an interesting nature carrying out Historical Research in your local area.

I am a member of Wigan NARPO branch (Member No 118766).

I am in the process of starting a small company which will trace family tree. On of the tasks that I anticipate doing is responding to requests from USA, Canada, Australia, etc for local research.

An example being to visit a church graveyard in a specific area and take photographs of a relatives grave.

Since I cannot go to every area, it would not be financially viable, I am trying to recruit a network of retired Police Officers who would be able to make a "local enquiry"

I can't promise a fortune, but it will be an interesting couple of hours work practicing old skills.

Coffee Mornings - continue to be well supported. Reminder that our last Coffee Morning for this year will be held next Friday 17th November 2017 at Tapestri ( Old CPS)from 10.30am to 12noon

In addition to free coffee/tea/ biscuits you can be assured that during the session we will sort Swansea City AFC/ Ospreys and Wales Rugby problems and perhaps get some good advice for Theresa May on her Brexit difficulties! Bryon

Because of Christmas commitments there is no December coffee morning so we resume in 2018 on the 3rd Friday of each calendar month so your next dates are 19th January, 16th February and 16th March 2018.

Website/Newsletters by Email - our rolling programme on this is progressing well but it is vital that we have your correct email addresses. If you are not yet receiving your copy of the news letter by Email only and you wish to change to that method, then send Phil Taylor an Email to and he will arrange it. This saves us postage costs and gives you a much better presentation in colour etc.

Our rolling programme continues its onward march and we appreciate your cooperation. The Branch funds are now benefitting as a result. All e mails are sent via BCC (Blind copy) so that members e-mail details will not be shown on any one else’s e-mail, thus protecting their privacy. Ill HealthIll Health - 25th Feb Alex Norman has recently been released from Hospital after suffering a Heart Attack.

9th Feb - Neville Jones was detained in hospital earlier this week for a knee operation.. He is now home and the op seems to have been successful. (Bryon Tucker)

19th January - At the very well attended Coffee Morning earlier today I learned that Jennifer - wife of Mike Troake had been in hospital over Christmas following 2 collapses at her home a few days after the Narpo Xmas Dinner. She still is not well - but it appears that she has suffered from a serious virus infection. Mike hopes to get her out for the first time next week. - Bryon Tucker.

- Update re Committee Member Brian Jones

Brian is now home from hospital. However he still has many different health problems and has to visit Morriston Hospital every couple of days for Dialysis regarding his failed kidneys. He is unable to walk properly and had two falls whilst in hospital. On the brighter side I also spoke to Brian who despite everything sounded his usual cheerful self- he knew who I was and thanked me for the call. Brian and June would welcome any calls from colleagues at 01792 299762.

17th Dec - Pat, wife of member Phil Morgan suffered a fractured sternum as a result of a loose dog running into and knocking her over in Dunvant Park last week- she was in hospital for 2-3 days but is now home but in considerable discomfort. 

16th Dec - Retired Superintendent Alan Clark has suffered a stroke and is being cared for at the strike ward at Morriston Hospital. (Ward F)

10th December - Rod Williams from Clydach was been admitted to Morriston Hospital on Thursday the December. Appears he is in a bad way.

30th Nov. Our member Dave Brewer has been recently detained for 8 days in Singleton Hospital being treated for a suspected heart problem. It fortunately transpired that he had incurred a very severe chest infection and he is now on the mend.

25th November - Grey Phillips has recently been involved in an accident and is currently detained in AMU Ward Morriston Hospital for monitoring following his injuries which are not life threatening.

Malcolm Humphries has recently been hospitalised to have a pacemaker fitted, all went well. Also, get well soon to Jean Evans - June Gronow-Con Morris and Sal Balzano.

If you know of a member's special birthday, anniversary or admittance to Hospital, please inform Bryon Tucker (Welfare Officer) We rely on all of you for updates. Thank you.

Narpo Subscription 2018 - The annual reporting of the CPI, published for September 2017 confirms that the annual percentage increase for police pensions 2018 will be 3% (previously 1%).

As from the 1st January 2018 the minimum subscription will be £20.64 (previously £20.04), this amounts to £1.72 per month (previously £1.67).

Your precept rate, which is currently 40%, is payable on your total Branch Members not including spouse or widow members.

This breaks down as : Precept (40%) £8.26 (previously £8.02) – Branch (60%) £12.38 (previously £12.02) – total subscription £20.64 (previously £20.04).

As per Rule 11 (3) the figure of £20.64 (Minimum Subscription) will be the base figure used to calculate any increase for 2019.

The membership figures we hold at the end of December 2017 will be the figures used to calculate your precept for 2018.

Thank You for your interest during 2017 a year in which our Swansea Branch Membership has reached an all-time high of 544 which obviously increases our administrative workload but we do not mind that as it is encouraging for us to know that the interest is there and the Branch has a secure future.

Social Matters - Again thanks to those of you who support our various functions-
Our latest venture –a late Summer Lunch at Norton House was such a big success we have provisionally booked for next year. The well received and supported Swansea Narpo Golf Day which will also be repeated.

Website appeal - Our Website continues to flourish, is well visited and complemented by our Facebook page 'Swansea Narpo'. Difficulty opening our Newsletters - We are aware that some of you may still be experiencing problems when opening Newsletters. The Newsletter is created using Microsoft Word but not everyone has this program installed, so to get around this issue, the document is sent out as a PDF file which can then be opened and read using the FREE program Adobe Acrobat Reader. Be very careful though when about to install because the 'optional offer' boxes are already ticked. To disable, just untick the 2 boxes before installing. We hope this clarifies things but of course should you have further questions then please feel free to contact us.

The Policeman who ended the war.
"Ernest Rollings was a Glamorgan and Neath policeman who was said to have contributed to the ending of the First World War by his recovery of secret German battle plans. South Wales Police Museum has worked with the Firing Line Museum at Cardiff Castle to create an exhibition entitled "Rollings: the policeman who ended the war."

It runs from 1st November to 2nd February and I attach a leaflet which we have produced on Rollings together with this link to the Firing Line's digital flyer on events which includes reference to the exhibition. Please feel free to circulate to your members and I hope to see you at this year’s Remembrance Service which includes the Re-dedication of the Force Memorial Garden which will be led by the Archbishop of Wales.

For the 49 years the UK Police International Bowls Championship hash taken place annually at different locations in the the UK. Last year Welsh Police failed to field a side due to lack of interest. At the recent Police Sport UK Championships which Wales hosted at Carmarthen in September discussions took place between those representing the Welsh Police Services when it was decided to make every effort to compete in the 2018 Series to be held in Belfast on 20th and 21st June.

Can I ask members and I know there are many who play Bowls, who would be interested in taking part to contact me on 01443671127, or email at At this stage I am enquiring about interest only as costing will have to be calculated in liaison with Police Sport NI .Police Sport South Wales have assisted their members in this matter in the past.

Force Memorial Garden - HQ

Further to the e-mail I sent you last year about the building work in HQ and more specifically the relocation of the memorial garden, I am pleased to inform you that the building work is almost complete and the new memorial garden has been redesigned and relocated to the front of the building. As mentioned previously the new garden has been designed to serve as a memorial to all officers and staff who have died in service since the creation of the South Wales Police force in 1969 and each individual will be recorded, by name, on a plaque within the garden (I have attached recent photograph’s of the garden for your information)

I have also attached a database containing the names of all our colleagues (officers and staff) who have died in service since that date, please feel free to review the information and discuss with your members.

It is our intention to rededicate the new memorial garden during the Remembrance Service on 10th November 2017, invitations concerning this event will be sent as usual in due course.

However in the meantime, please feel free to share your initial thoughts with us and to highlight any discrepancies you may notice in the list provided, I’d also be happy to help answer any questions your members may have – so please don’t hesitate to contact me by e-mail or on 07805301659

Our ground rules - This Facebook page is open for all to view, Membership is restricted to retired and serving officers, and support staff, their relatives, close friends, and any member of the greater Police family. It aims to keep us all in touch with each other and to share news, views and events. Please keep it light-hearted. Any unsuitable comments/derogatory/character assassinations etc will be deleted.

Friends can only add new members with Admin approval. We have already had several requests from people wishing to become members who have been unable to justify their connection to the Police family, and they have been rejected. Also, please, no business advertising is allowed; there are already opportunities on our website to advertise for a small cost, on an annual basis which includes an entry in our quarterly newsletter.

If you are a member please do not hesitate to post any news, events or anecdotes that you would like to share with ex colleagues. We also welcome photographs for this Facebook page and our website, helping to keep everything fresh and interesting. Thank you all for your support and submitions to date.
